Self-rule is older and deeper than external autonomy. Without it, freedom remai ns mostly a slogan. The line is stern because it defines liberty morally, not politically alone. Epictetus points to inner governance as the condition that makes outer freedoms meaningful rather than wasteful. Its endurance comes from uncomfortable accuracy. Unmastered impulses still tyrannize people from within.
